Synopsis:
When Ziva accidentally witnesses a political assassination, she must surrender to the FBI and deal with the consequences without Gibbs' help, who is now enjoying his retirement. She learns that the FBI is looking for her and escapes, while the NCIS team, lead by Tony, must prove that Ziva is innocent. However, when things get more complicated, Ziva seeks help from the one person that always trusted her, Gibbs.

Episode Recap:
Ziva follows a motorbike that has set off her spidey-sense and, as she passes a sidewalk cafe in her car, the cafe blows up, killing two FBI agents. She pursues the villain on foot. When he realizes he's being followed,he turns and looks at her. Ziva recognizes him as a Mossad agent and lets him go. In search of answers, Ziva goes to the Israeli embassy and questions Officer Michael Bashan. He originally believes that Ziva is there because she found out that Mossad had been spying on her apartment. He shows her photos of her and Tony who has "been visiting (her) apartment at least once a week." When she tells Bashan what she saw he is shocked and informs Ziva that the man she saw is supposed to be dead. Bashan tells Ziva that Mossad did not sanction the bombing. He tells her that the FBI issued a warrant for Ziva's arrest because she left her car at the crime scene. Ziva goes on the run, and the FBI moves in on NCIS HQ, on the assumption that Ziva was a double agent. Gibbs, retired to a beach in Mexico, gets a call from Ziva. Against his better judgment, he is lured back to Washington, to help Ziva. Ziva tells him that the NCIS team are hamstrung by the FBI warrant and only he can save her by operating outside the chain of command.

The plot centers on the FBI's race to find Ziva, the NCIS team efforts to secretly help Ziva, and Ziva's efforts with Gibbs to work out whodunit and track them down. The finale is a show-down in a hotel room with the female assassin who is behind the whole deal: the ex-Mossad agent turned out not to be the main baddie. The tiger fight between the two female assassins is ferocious but Ziva keeps taking the kicks and punches until she extracts a confession from the baddie. She then terminates the baddies consumption of air and reveals to Gibbs that she has become an investigator: she wired herself for sound and recorded the confession that proves that Ziva was not the bomber. Gibbs maintains that he has not permanently returned.

New Character Development / Insights:
  • In this episode, we discover more of the bond between Ziva and Gibbs. The two are indebted to each other and owe each other their lives. Ziva shows her trust in Gibbs by asking him to save her. We also see a difference in the interaction between Abby and Ziva. Whereas the two shared mostly animosity in the previous season, they now appear to be good friends as Abby is the first to volunteer to help Ziva. We also see Tony in a leadership position and a kinder,gentler Gibbs who gives hugs, smiles, and laughs. Tony and Ziva also have an interesting relationship. It is revealed that they have been seeing each other at least once a week since Gibbs left, and they have a tense moment in Gibbs' basement.
  • It should also be noted that this episode reveals that everyone apparently knows that Ari was Ziva's brother, but they don't know she killed him.
Funny Moments:
  • The secret meeting between Tony, Abby, Ducky, Palmer and McGee. Palmer is appalled at the idea of having to be physically and legally adventurous in risk of a long prison term, but signs on with the others to protect Ziva.
  • Confrontation between Abby and Tony/McGee where they enquire as to whom she was talking on the phone: Abby says it is the nuns she goes bowling with.
  • Tony's face when Ziva hand the phone to Gibbs
Trivia:
  • The new video phone units used in this episode are actually live feeds. There are camera crews in each of the two sets and the crews shoot the video at the same time. The phone units are OJO video units. You can see more about them at http://www.ojophone.com/homepage.
  • In the scene where Gibbs and Ziva are searching the apartment at the part where Gibbs sees the ventilation shaft and the camera as he walks up to it on the left hand side you can see a camera and a bit of the camera man filming them.
  • 24min15sec: McGee asks "How do we put out a BOLO without the F.B.I. finding out about it?"
    BOLO stands for "    be on the look out"

Do you notice how, suddenly, everyone and their mother knows that Ari and Ziva were brother and sister in this episode. I mean, Eschel knows and his terrorist homicidal girlfriend knows and Bashan knows and Gibbs knows, and those three should know, but Tony, Abby, and Sacks all know this too. It made for good dialogue in the episode, but I wish there could have been a more dramatic reveal or something.

Maybe they'll do that with the fact that Ziva,not Gibbs, shot Ari.

when ziva was in the fight surely her recording device that was strapped to her waist would have been battered! Maybe not..... maybe a forensic scientist like abby could regain information anyway?.......I dunno ? anyone else got an idea?

At approx 28sec of this episode, Ziva looks at the second person on the bike.
She 'sees' a women. Is this a flashback?
Who is this women? Is this Ziva in another case?
