| Synopsis: |
| Director Shepard makes a mistake by meeting a man alone to inform her about La Grenouille, as their meeting ends with the murder of the informant. Now the NCIS team must gather all the existing info and hunt down their enemy. |

| This is the episode where Jenny Shepard goes to meet an informant by herself. The snitch is shot, but it is unknown if they were aiming at Jenny. Gibbs is unimpressed with her going off on a mission on her own. She thinks she is close to pinning down The Frog for illegal arms dealing. After the informant is killed, she thinks she might get La Grenouille on a murder charge instead. It transpires that The Frog does not deal in ordinary murder and assassination, he just deals arms. The director forces a meeting with Trent Kort, the CIA agent who has infiltrated La Grenouille's organization. He believes that La Grenouille would never have ordered a hit, but he identifies the person La Grenouille would have trusted for a hit, his American small-arms distributor, Andre Jones. The team sets up an operation to capture him for his testimony. However, Jones accuses La Grenouille of selling him out, then grabs for an apparent weapon, and is killed. The team discusses that La Grenouille may have "used" NCIS to cut off the loose end that Jones poses for him. Ducky's autopsy reveals that the original informant, Troy Webster, would have died soon from a brain tumor. His doctor denied knowing about the tumor, but Ducky believes this must be a lie, as the doctor seemed both scared and covering it up. Gibbs talks with Director Shepherd, warning her that her actions endanger her job. She denies that her personal feelings and plans are affecting her job performance. She's just working to put an arms dealer out of business. Examining Andre Jones' cell phone and bank records, Abby finds what she believes is the method to notify Jones of the place and time of an incoming arms shipment. The encryption algorithm is the same that La Grenouille uses. The last call Jones received was 1 day ago, so they believe an arms shipment is due the next day. This is probably what the murdered Troy Webster was going to tell Jenny. Jenny meets again with Trent Kort, alone, but with Gibbs and Fornell watching from a distance. Kort claims to have found out that La Grenouille gave orders NOT to hurt Troy Webster. Kort claims that Jones disobeyed, and had Webster killed. This is the reason Jones thought La Grenouille had sold him out when NCIS burst in. When the trail leads to a container on a dockside, the whole team goes to open it up. They find it, though it turns out all it contained was a shipment of water pistols. There's a bottle of champagne, and a note to Webster from La Grenouille, "Congratulations on your new career." The Frog was making a point to the person who was setting up in competition that The Frog knew what he was doing and that he could outsmart him. The Frog didn't actually organize the informant's death. He has too much style for that. The episode ends with Jenny walking away from the scene, infuriated. |
