Relationship Time Line
Backstory
Six years prior to Jen's advancement to Director she and Gibbs worked together in Europe. Based on the first flashback of this time it was not a purely working relationship. According to Bellisario's commentary during Kill Ari Gibbs was sent back to DC and Jenny was given a section to run in Europe. Gibbs however, asked Jenny to come back with him. She refused the offer, sending him a Dear John letter. It is unclear how long they were working in Europe. However, numerous flashbacks and comments give reason to believe it was for some duration involving various locations and missions. At one point they were on stakeout, in a Marseilles attic, monitoring a Lebanese trawler. It is indicated that the second night of the stakeout was when the relationship moved beyond the professional. (Kill Ari II) From Under Covers we learn that Gibbs was in Positano with Jenny a week after he took a bullet and that during an op together in the Czech Republic Jen took a round in the thigh. While, the flashback in Silver War is from London the majority of them seem to revolve around their time in Paris. Despite being the one to end the relationship Jen still cares for Gibbs. Ziva and Jen worked anti-terrorist ops together since 9-11 and Ziva tells him she "spoke often" of him.
Season 3
The function of the Jethro and Jenny relationship is much debated amongst viewers on the Internet. Whereas some merely look at whether they think the two make a cute couple, others look at how the relationship tension works for the development of the show. Jethro was not the one to end the relationship and so there persists a sense that, for him, Jenny is unfinished business. Despite agreeing on her first day that he would not let the past be a problem for them, he throws it at her at least as often as she throws it at him. It gives him a power in their relationship that he certainly did not enjoy with the previous director. This has, of course, allowed a whole new string of plots and story arcs. The probie director can make mistakes (and hers are humdingers, especially in Season 4 Brothers in Arms and Season 5 Bury Your Dead). But she can also manipulate Gibbs by using her knowledge of him: she doesn't retire him, she merely lets him use up his annual leave in "Hiatus", meaning that he can be restored to leadership of his NCIS team with no HR ramifications, no legal niceties about being reinstated and sworn in. Her knowledge of how he works means that some of his manipulative devices do not work on her ("Don't give me the stare. I'm not one of your junior agents"). She can quote his own rules for work (and life) back at him, especially the one about keeping secrets (First and best, tell no one. Second best, tell one other person if you must. There is no third best). Their relationship is shown in stark relief when he is in a coma and Jenny cannot bring herself to leave. When he awakes, he at first blurrily mistakes her for Shannon. She then reads his file and is appalled to learn his secret and his loss. Her sympathy for him is genuine. Her hurt, when he feigns not to remember their time in Serbia, is also genuine but she exhibits realism when, on being left a photo of them at a mountain hut in Serbia when Gibbs departs (without saying goodbye), she answers a query about when the photo was taken with "A lifetime ago". Her relationship with Gibbs is of the past and never really leaves you, but she seems unlikely to want to start it back up.
Season 4
Jenny invites Hollis Mann to consider working for NCIS when she retires from the army. This was flagged up over a bourbon-based discussion when Mann was on secondment to work with Gibbs. Jenny purposely introduces her to the need to acquire a taste for bourbon (a metaphor for Gibbs, who drinks bourbon), and that once the taste is acquired, it never leaves. Gibbs, who is absent from this discussion, is perturbed at what "his two women" could be doing in the discussion, but he refuses to speculate and refuses to let Tony speculate either, when Tony raises the subject during a stakeout. However, some time later, Jenny is not above showing curiosity about Gibbs and Mann's relationship, fishing for information when they exhibit hostility when working together a second time (brought together after Gibbs had failed to phone Mann for the six weeks since they spent the night together). Gibbs is vain enough to enjoy the silent hostility (territorialism, unspoken cat fight over him) between the two women. He exhibits this only by a smirk, but Gibbs rarely smirks.
Season 5
It might be that the function of the Jenny/Jethro relationship in series 5 is to be as a yardstick for measuring his relationship with Mann and his relationship with another ex-wife who is to surface in an early series 5 episode. And all of them, surely, are to be measured against his relationship with his one true love, Shannon. Jenny's instability has allowed Gibbs to be repositioned as a more stable character, of wisdom and steadiness in the face of a crisis and with the perspicacity to see through the smoke to the real issues. He is in a position to be Jen's jiminy cricket conscience whilst having the 'freedom' to defy her when he wants, knowing that she is unlikely to truly make him pay for insubordination. He knows that she, and previous directors, consider him their most valuable asset in the field. And their relationship means that she knows more about him in the field than almost anyone else. Her red hair is also a reflection of her character, while Gibbs apparently hotheaded always manages to keep his cool when under duress, albeit a smoke screen. In Judgment Day Jenny admits to Mike Franks that she has feelings for Gibbs and regrets pushing him out of her life. Jenny: even Gibbs? Mike: He let you go didn't he? Jenny: No, he didn't, he didn't fit into my five point plan Mike: backed your choice, you made your bed Jenny: what if i don't want to sleep in it Mike: Gibbs know? Jenny: would it make a difference? Mike: came back didn't he? Jenny: came back for the job Mike: that would explain all the conversation we had in my boat, you know bout the job This kind of implies that Gibbs and Mike had conversations in his boat bout Jenny. and then later on Mike: when i asked you if Gibbs knew i wasn't talking about your feelings for him, i was asking if he knew you were sick So from this statement we get that Jenny still has feeling for Gibbs but we don't really know if he likes her back, although he struggles to open her body bag and cuts people off before they can say that they are sorry

LOOK at the titles...last name authroity for Gibbs--Jenny called by first name. There is inherent unlevel field. The story lnes that bring them together are, i think now called--a work wife/husband. It's not that they not make an attractive couple...but Jethro would have to either retire and continue to court Jenny-- OR BAD BAD BAD--Jenny's position would be compromised by Jethro, PMS, Binge/Purge all the contemporary crap associated with women. TO MAKE THIS WORK......JETHRO WOULD NEED TO BE REASSIGNED TO A DIFFERENT VERY SENSITIVE POSITION IN ANOHTER GOVERN. AGNECY. Then they court-and both move off the scene in installments. NO dual power ROMANCE...so cheap.....NCIS writers have done A LOT better than that , or i would have dropped the show like .....oh, who cares...i would have not stayed with the show.
