The character of Jenny started on NCIS in Season 3 with long, red hair. Then, in 3x11, she had a pixie cut. CBS had actress Lauren Holly cut her hair shorter to make the character look older. In Season 5, we noticed her growing it out and it is more flattering. While growing her hair, it seems to become more blonde and less red.
