what zeva said just before that was "... then i saw you.." then she stopped. i think what she was going to say was "... then i saw you get hit.."
i thought the elevator scene was huge... did you notice in the next episode when tony and zeva are searching for clues.. zeva says something about tattoos and tony says "... what about the tattoo on your upper thigh.." to which zeva responds ".. hopefully we can keep our private and business lives separate. My feeling on this was that they did sleep together.

I think that in the elevator scene , Ziva was talking about her feelings (for Tony , but maybe for Michel too) , and Tony was talking about the past (La Grenuille mission , Jeanne) and about their investigation about Lee as a mole in NCIS .

Technically Tony and Ziva have slept together in "Undercovers" and if you remember what Jenny said Tony , ("We see you , agent DiNozzo ... all of you" and he closed his bath-rope !) you understand that they were really naked ! So Tony could have seen Ziva's tatoo !
The senteces in "Dagger" : I think Ziva was just teasing Tony about Jeanne and nothing else ... but this is just my opinion ! "
